Property Tax Assessment Appeals Digital Platform

Contra Costa County Department of Information Technology
Capability demonstration

This environment previews a modern digital platform for the Assessment Appeals process. It is built as an event driven case lifecycle on a governed medallion lakehouse, with confidentiality tiers enforced at the data layer. The same architecture powers our education outcomes demonstration and our marketplace health platform.

The case lifecycle moves through clear, auditable events. An appeal is filed, assigned to an appeals board panel, scheduled for hearing, decided, and noticed to the parties. Every transition is an immutable event, and every downstream view is derived from that event history.

Planned capabilities

The building blocks below are scoped from the solicitation. Each will be populated once the requirements are confirmed and the domain data model is finalized.

In build

Case lifecycle workflow

Appeal filed, assigned, hearing scheduled, decided, and noticed. Each step is a recorded event with status, ownership, and timestamps that a clerk or applicant can follow end to end.

🔒

Confidential data tiers

Assessee financial records and comparable sales are protected under Revenue and Taxation Code section 408. Access tiers separate public, applicant, staff, and board views at the data layer.

📄

Document handling

Applications, evidence packets, exhibits, and findings are captured, versioned, and linked to each case with a durable record of who submitted what and when.

In build
📊

Public and staff dashboards

Aggregate hearing volumes, cycle times, and outcomes for the public, alongside working queues and panel calendars for clerks and appeals board members.

In build
📧

Notice management

Hearing notices, continuances, and decision notices are generated from case events, tracked for delivery, and retained for the statutory record.

System of record integration

Interfaces to assessment, tax, and clerk of the board systems so parcel, assessee, and roll data flow into cases without rekeying.

Reminder. This is a demonstration shell. No real appeals, assessee data, or county records are present. Screens will be added after the request for proposal requirements are understood and the assessment appeals data model is finalized.
